That coalition agreement established housing construction as a core priority with a mandated split of 40 percent social rental units, 40 percent middle-income rental or ownership options and 20 percent private-sector housing. The same document also locked in the city's broader 2025-2026 agenda that now lists housing, the social foundation and digital autonomy as its three central themes.

Structure That Carried the Priorities Forward

The 45-member City Council holds final authority over these policies while the municipal executive, consisting of seven alderpersons and the mayor, handles daily implementation. This division, unchanged since the coalition took office, allowed the 2022 agreement to guide successive annual plans without requiring new legislation each cycle. District committees report upward through the same structure, ensuring local input feeds into the three themes without altering the overall targets.

Evidence of Steady Policy Continuity

City records show the coalition's housing split has remained fixed since 2022, and the January 2026 strategy release simply extended that continuity into digital autonomy. The circular economy commitment to halve new raw material use by 2030 and reach full circularity by 2050 sits alongside these efforts as another long-term line item inherited from the same governing period. No new council elections have intervened to reset the framework.
