Amsterdam Council Charts Course on Housing Targets, Digital Strategy

The Municipality of Amsterdam launched its Multiyear Digital Autonomy Strategy 2026-2035 in January 2026. City officials must now decide how to allocate the required annual investment of approximately €4.6 million while advancing the housing split set in the Amsterdam Agreement.

Housing construction rules under the coalition pact

The 2022-2026 coalition agreement reached by PvdA, GroenLinks and D66 requires new housing to meet fixed percentages: 40 percent social rental, 40 percent middle-income and 20 percent private-sector units. The municipal executive holds responsibility for daily decisions on project approvals that meet these targets under the Koers 2025 housing theme.

The city council monitors whether those approvals stay within the mandated mix. With the current term running through 2026, council members will review executive reports on construction progress before the next election cycle begins.

Digital autonomy investment choices ahead

The three dominant themes on the 2025 local agenda are housing via Koers 2025, social foundation work and digital autonomy. The January 2026 strategy commits the city to spending roughly €4.6 million each year to lessen reliance on large technology firms. The executive must decide which specific contracts and systems to replace first, while the 45-member council sets the broader policy direction and tracks spending.

These choices will shape how Amsterdam reduces external dependencies over the coming decade. The municipal executive, made up of the mayor and seven alderpersons, will handle operational roll-out, and the council will receive regular updates on contract changes and cost tracking.
