Amsterdam's municipal mapping system, maintained through the Gemeente Amsterdam's Basisregistratie Grootschalige Topografie (BGT) database, is carrying thousands of duplicate images that have corrupted spatial planning records used by housing developers, infrastructure teams, and neighbourhood councils across the city. The problem did not arrive overnight.
The duplication crisis traces back to a 2021 digitisation push, when the city accelerated the migration of legacy aerial photography and street-level imagery into a centralised geodata platform as part of its Smart City Amsterdam programme. The aim was to make planning data more accessible for the dozens of private and public parties involved in the city's construction pipeline, at that point already under severe strain from a housing shortage that had pushed average rental prices in the private sector above €1,800 per month for a two-bedroom apartment in districts like De Pijp and Oud-West.
Where the Problem Started
The 2021 migration pulled from at least four separate legacy systems, some dating to before 2010, without a unified deduplication protocol in place. Survey images taken during the Noord-Zuidlijn metro construction, aerial scans used for the Zuidas masterplan, and street photography commissioned for the Jordaan conservation zone all entered the same repository with inconsistent metadata tagging. When automated batch processes ran subsequent updates, including a full aerial re-survey of Amsterdam-Noord in 2023, the system had no reliable mechanism to identify and suppress the older versions. Both stayed.
The practical consequence is that a planning officer pulling imagery for a proposed development along the Johan van Hasseltweg in Amsterdam-Noord may be working from a 2019 photograph sitting directly beneath a 2023 update, with no visual flag indicating which record is authoritative. Housing projects in the Buiksloterham regeneration zone, one of the city's most active brownfield development areas, have been among those affected, according to planning documents reviewed by The Daily Amsterdam. Buiksloterham alone is slated to deliver more than 3,000 homes by 2030 under the city's Omgevingsvisie 2050 framework.
Why This Matters Now
The timing is acute. Amsterdam is currently processing more than 140 active large-scale building permits, a record caseload for the Ruimte en Duurzaamheid directorate, which handles spatial planning. The city's D66-led coalition has staked significant political capital on delivering 7,500 new homes per year through 2030, a target already under pressure from nitrogen deposition restrictions that have stalled construction starts across the metropolitan region since the Dutch Council of State's 2019 ruling on the Programma Aanpak Stikstof.
The BGT database is not a peripheral tool. It feeds directly into the Omgevingsloket, the national online portal through which developers submit permit applications. Errors propagate outward. A duplicated image from a 2018 survey of the IJ waterfront, for example, may not reflect the current footprint of the cruise terminal area, itself subject to active redevelopment after the city's 2023 decision to phase out large cruise ships from the Passenger Terminal Amsterdam by 2035. A planner relying on the stale image risks miscalculating setbacks, shadow angles, or ground-level infrastructure access.
The city acknowledged the problem in a technical advisory note circulated internally in March 2026, which outlined a phased image-replacement programme beginning in the third quarter of this year. The first tranche of remediation covers approximately 12,000 image records across the harbour and waterfront zones, the area considered highest priority given ongoing port redevelopment activity.
For residents and developers navigating Amsterdam's already slow permit process, the most practical step right now is to cross-reference any BGT imagery against the separately maintained Actueel Hoogtebestand Nederland (AHN) elevation data, which runs its own update cycle and has not been subject to the same duplication issues. The city's Ruimte en Duurzaamheid team has also confirmed it will accept supplementary survey documentation submitted alongside permit applications where imagery discrepancies can be demonstrated. The full remediation across all districts is not expected to be complete before mid-2027.
